Steering head angle is part of the frame & can't be changed - but the related offset & trail can. A bike front axle isn't directly inline with that steering head axis, it's "offset" a bit. Adjusting offset distance changes the "trail" - the length between the wheel-to-ground contact point & that projected axis.
Large offset means less trail - making the handling quicker & more agile. Small offset means more trail - making the handling more planted & predictable.
